Purpose and Overview <br />• Public Funding of Enhanced Reclnmation <br />Because the Enhanced Reclamation Plan can only be implemented with public funds <br />sufficient for that propose, fund raising and fund management are key. Several years ago, the <br />Colorado Mountain Reclamation Foundation ("CMRF"), based in Colorado Springs, was formed <br />to facilitate reclamation such as that envisioned in the Enhanced Reclamation Plan. EI Paso <br />County has designated the CMRF to receive and authorize expenditure of such funds, including <br />funds which the County has successfully applied for from the State. The State funds will be made <br />available to the CMRF as soon as the base reclamation and mining plans have been approved. <br />Thus, Governor Romer's pledge of State money to help with the implementation of enhanced <br />reclamation at Castle's quarries will be accomplished upon approval of the underlying plans. <br /> <br />• <br />Pikeview Quarry Amendment Page 5 <br />
