Purpose and Overview <br />effect is to replace visible mining with low or no visibility mining. Also, reclamation of the most • <br />visible portions of the operation will he completed long before the opetation closes. 't'his will <br />allow the most sig~vficant visual reclamation to he carefully managed while Castle is stilN on site. <br />4. New Approach to Bench Reclamation. A mathematical model is used to permit pre- <br />planning of bench configurations. By using the model, final reclamation slopes can be: created <br />with greater accuracy and consistency than has been possible previously. Bench reclamation will <br />use the same techniques that have been very successfully used on the Phase I reclamation at the <br />Snyder Quatry. <br />5. Permit Boundary Change. A slight change is made in the permit area to sl7aighten <br />a ctnved permit boundary line to make it more easily identifiable th the field. There will be no <br />disturbance of this additional land. <br />Base Reclamation Distinguished from Enhanced Reclamation <br />The existing permitted plan for the Pikeview operation fully complies with MLRA <br />requirements. However, public concern over quarrying on the front range west of Colorado • <br />Springs provides the impetus for reclamation beyond the basic requirements of the MLRA and <br />seeks to address visual impact mitigation. This is a big step in quarry reclamation technology <br />which, in the past, has been primarily concerned with the control of erosion. Thus, the Enhanced <br />Reclamation Plan is not covered under the MLRA, is not part of the permit, and will not be <br />bonded. The Base Reclamation Plan will produce the fundamental topography and basic <br />revegetation needed to comply with the MLRA. The Enhanced Reclamation Plan will add visual <br />impact mitigation. The Enhanced Reclamation Plan will be publicly funded and carried out with. <br />Castle's cooperation. The Enhanced Reclamation Plan is included at the end of Exhibit E so that. <br />its affect, if any, on base reclamation can be judged. Possible negative impacts on base: <br />reclamation are addressed as part of the Base Reclamation Plan. The goal is to produce a product: <br />that meets both the obligations of the Base Reclamation Plan and the visual mitigation goals of <br />the Enhanced Reclamation Plan. <br />• <br />Page 4 Pikeview Quarry Amendment <br />
