Purpose and Overview <br />• In late 1992, under the leadership of new company president Carl ("Bud") Herskind, <br />Castle began an exploratory core drilling program to determine whether the Pikeview mining <br />operation could be totally redesigned. After extensive analysis of the core samples and other field <br />work, Castle determined that the mining plan could be altered to facilitate the community desired <br />enhanced reclamation- Castle then presented its conclusions to the MRAC. Castle's proposed <br />approach to quarry operations would make mining and advanced reclamation techniques <br />increasingly compatible. In fact Castle's proposal, in lazge measure, achieves the Scaz <br />Commission goal of replacing reserves in undisturbed areas with increased mining in already <br />disturbed areas. The MRAC agreed with Castle's approach. <br />Castle's conceptual operation plan was then presented to a joint meeting of the Colorado <br />Springs City Council and El Paso Commissioners. The concepts were well received. The <br />Colorado Springs City Council and the El Paso County Commissioners each passed resolutions <br />supporting the concepts presented to them. Copies of the resolutions are included at the end of <br />this exhibit. The City Council and County Commissioners encouraged development of the actual <br />• revised plan. Revised plan design work then began- The resulting plan is presented in this <br />application. <br />The main areas in which the proposed plan modifies the existing plan are:' <br />1. Affected Land Boundary. The affected land boundary in the southwestern and <br />northwestern corners of the permit area is extensively altered to remove approximately 25 acres <br />of unaffected land that would have been affected under the existing permit. This change directly <br />addresses visual impact mitigation by leaving highly visible land unmined. <br />2. New Sequencing. New phase delineation is employed, driven by reclamation <br />concerns. The new phasing will facilitate more concurrent reclamation. <br />3. Increased Mining of Less Visible Atready Disturbed Areas. To replace reserves <br />lost through alteration of the affected land boundary, an area at the base of the main quarry back <br />wall will be deeply excavated and then backfilled with waste produced through limestone <br />processing. The reclamation topography will be very similar to that in the current plan.
