Purpose and Overview <br />quarry sites for Castle so that then unaffected land at Castle's operations could remain • <br />unaffected. <br />On Pikeview, the Scar Commission was not successful in finding replacement reserves. <br />It therefore conclu+ied that "[u]ntil other options are available, mining should continue." 1fhe Scar <br />Commission recognized that although various schemes could be devised to change visual impact, <br />continued mining .and production of waste was necessary to provide the means to reclaim the <br />existing disturbances through modified bench reclamation techniques and upgraded revegetation <br />plans. Many of the Scar Commission's recommendations and conclusions regarding reclamation <br />of the existing disturbances are included in this plan. For example, the Scar Commission <br />recommended staining. <br />Continued public interest in visual mitigation resulted in the formation of the Joint <br />City/County Mirw~g Reclamation Advisory Committee (MRAC) in February of 1991. This <br />committee, composed of citizens and local government officials, was charged with further <br />studying visual impact issues and addressing those issues through negotiations with Castle. <br />The task before the MRAC was detailed th what is called "The Charter," a copy of which • <br />is included at the end of this exhibit. The Charter addresses many points raised by the Scar <br />Commission and directs the MRAC to further pursue these points. The ultimate goal stated in <br />the Charter is to "use this document as a foundation leading to further review, refinement and <br />detailing of enhanced reclamation plans which will more adequately address visibility concerns." <br />The MRAC' has continued to explore visual impact mitigation, to discuss ideas and plans <br />with Castle, and to develop the "Enhanced Reclamation Plans" for this and other Castle quarries. <br />As more fully detailed below, MRAC's efforts, including negotiations with Castle, have led to <br />a community agrer:d-upon enhanced reclamation plan which supplements the base reclamation <br />plan which is part of this application. <br />Reclamation Driven Mining Plan <br />Much of the difficulty the MRAC and Castle experienced in addressing visual mitigation <br />stemmed from the incompatibility between the existing mining plan and the community-desired <br />enhanced reclamation. As negotiations proceeded, it became clear that solving that <br />incompatibility required re-thinking the whole approach to the mining process. • <br />Page 2 Pikeview Quarry Amendment <br />
