PAGE 3
JUNE 12, 1996
DAN MATHEWS
WFU is proposing this method as an alternative to ditching. If, during monitoring, this
method does not prove satisfactory, ditches will be an alternative. If ditches are used,
energy dissipation devices will be utilized where flow enters the perimeter ditches.
7. We have no plans to reclaim either Refuse Area 2-3 or 4 this year. These areas are
scheduled for reclamation in conjunction with the consVuction of our next refuse area
(RP-5B). Map 76 (revised) shows the estimated timing for reclamation. Please note
that WFU is working on a plan to combine the refuse piles RP-2/3 and RP-4. This
will extend the life of the active piles and the reclamation time. Page IV-25 of the
permit has been revised to include a reference to Map 76 for the reclamation schedule.
Also, as per our discussion, I have removed a reference to periodic reclamation of
bank slopes on page IV-25.
8. Page IV-24 has been revised to replace obsolete federal citations with the state rule
dtations.
9. Page IV.J.1 (page IV-42) has been revised to include the use of a chemical flocculant
(Nalco Enact 7888 or equivalent) for decreasing settling time in sediment ponds.
10. WFU proposes the following schedule for implementing the work to be done in the
refuse areas.
1. Interim stabilization measures shall be completed for Refuse area 2/3 within
30 working days of the approval of this TR. These measures will include the
~ .. following:
/~v~~ a. Use compactor to imprint all slopes on Refuse area 2/3.
y1 ~'
y ~ja`~ ~ b. Install rock check dams, as shown on Figure IV-1, at key locations on
ti 9 ,~ the East and west in pit ditches of Refuse area 2/3.
~~1~
~~~~ c. Install sediment traps at about 100-foot intervals, as shown on Figure
IV-2, on the east in-pit ditch of Refuse area 2/3.
d. Use the dariiying agent described above (Nalco Enact 7888) to lessen
the settling time for sediment in RP 2/3 Pond, when required.
2. Interim stabilization measures for Refuse area 4 shall be completed within 60
working days of the approval of this TR. These measures will be the same as
those used for RP-2/3 above.
3. Interim measures shall be completed for Refuse Area 5 within 90 working days
of the approval of this TR. These measures will include the following:
