Subsurface Investi ag <ion <br />The design for Pond MB-2R was final as presented in the stability analysis. <br />The stability analysis noted concerns should a HDPE liner be utilized. MCC has since <br />decided to utilize a geotextile clay liner which resists leakage problems. The liner is to be <br />placed in the ponds for added protection, but is not currently required by the regulations. <br />3. The statement regarding the dry conditions assumption is a standard disclaimer utilized by <br />many engineering firms. MCC suggests however, that the refuse pile monitoring wells be <br />utilizedras the higher load conditions at this location are "worst case" and the wells are in <br />close proximity to the Phase III coal storage location. <br />Roads <br />Page 2.05-22 has been revised to state that the roads are gravel surfaced. <br />2. MCC shall not construct any cut slopes steeper than 1.SH:1 V. <br />3. For the ponds and road construction, the top 4" to 6" of the revegetated slopes of the <br />existing MB-2 and MB-3 embankments will be recovered as topsoil and ultimately placed <br />in the relocated main topsoil pile. After final volumes are figured, Table 47 on page 2.05- <br />45 will be revised. <br />4. MCC plans to seed the road embankments, etc. this fall. Successful seeding has been <br />conducted by MCC in the past through late November, as long as snow cover is three <br />inches or less. <br />The statement referenced was existing and was not changed in this revision. No further <br />response is required. <br />Bond Estimate <br />1 A-E. The unit costs have been adjusted as suggested. <br />2. The dozer trap will now be set on grade, but will require 800 square feet of a 12" <br />reinforced concrete push wall structure with footers. A cost estimate has been added for <br />this concrete. <br />No response required. <br />All culverts have been listed individually in the revised bond calculation as suggested. <br />Tasks 26a, 266, and 20A have been included in the revised bond calculation. <br />-2- <br />
