The operator has attempted to preserve the large <br />trees along the north side of Stage Z so as to screen this area <br />from Highway 6. They will continue to try and preserve the <br />natural vegetation when possible but as you know with any <br />operation some disturbance is necessary to complete the plans as <br />proposed. <br />A. Records kept by the operator on the cost to operate their D9 <br />cat on site is $75.00 /hr and if they rent the machine it is <br />$145.00/hr, these figures include operator costs also. Below <br />is a calculation for production capabilities from Caterpillar <br />Performance Handbook 11th edition (CPH). <br />Material weight: 2550/yd3 <br />Uncorrected max. production (from bulldozer curve pp41 of <br />CPH) push distance equals 500 feet max; D9U: 350 Lcy/hr <br />Correction factors (see tables pp43 of CPH) <br />Loose stockpiles: 1,20 <br />Operator average: 0.75 <br />Slot dozing: 1.20 <br />Weigh correction: 2300/2550= 0.90 <br />Job efficiency 45 min/hr= 0.75 <br />Average grade up/down 0~ 1.00 <br />ESTIMATED PRODUCTION = 350(1.20)(0.75)(1.20)(0.90)(0.75)(1.0) <br />= 255.15 use 255 Lcy/hr <br />COST PER CUBIC YARD = $75.00/255 lcy/hr = $0.29 per cy. <br />COST PER CUBIC YARD (rental) _ $145.00/255 lcy/hr = $0.57 per cy. <br />These figures are based on known costs of operation and the <br />manufacturers estimate on expected production. The $0.86 <br />figure we used is 1.5 times larger than the cost derived <br />using the rental figure presented above. This was done to <br />insure that adequate bond money would be available should the <br />board have to do the reclamation. We see no reason to <br />arbitrarily jump the cost to $1.50 per cy. The $1770.80 <br />per acre bench reclamation cost will be adequate if the Division <br />uses the lowest bider should they have to do reclamation. We <br />stand by our original reclamation bond figure of $41,000 <br />which has been posted. <br />B.
