The seed mixture proposed by Mr. Mark Heifner and accepted by the board will cost less per pound. 3. This has not been included because we feel that the division would avoid this method of mulching should they have to reclaim the mine. it would be less costly and just as advantageous to use the mulch value of the rocks contained in the growth medium as explained by Mr. Heifner in the original application (see page 19 line 2). Also note page 21 paragraph 3 of the original application the statement "... if it can be produced" referring to the availability of the chips. We have not nor will we include this cost in the reclamation costs because of the questionable availability of the wood chips. Approval is expected prior to the May, 1985 Board hearings and we will submit it as soon possible. Mr Frei also over paid the amendment fees in November when the material was submitted. We based our fee calculation on the entire affected lands rather than on the amended area of 9.04 acres +/-.
