Please demonstrate how operations will be managed and what monitoring program will be <br />conducted to ensure groundwater levels do not fluctuate more than two feet at the location of <br />large trees on land adjacent to the proposed permit area. The use of an irrigation pipe off the <br />dewatering pump has been proposed, but has not been demonstrated to be adequate to address <br />this situation and no monitoring of water levels has been proposed. Modeling of the drawdown <br />from pit dewatering may be necessary to demonstrate the affect on the adjacent mature trees. <br />Please indicate measures to be taken during mining if measures taken prove inadequate to <br />maintain the groundwater level at the required elevation in the area of those trees. <br />15. Russian knapweed control will need to be revised to indicate both <br />spring and fall applications. The tamarisk and Russian olive management plan needs to be <br />revised to include spraying the cut stumps within 10 minutes of being cut by the hydro-ax. <br />Treatment of Russian olive during winter months has proven to be less effective in controlling the <br />species.
