There is a <br />significant difference in the particle size analysis of <br />the Heldt Silty Clay soil type. One table shows the <br />textural classification as Silty clay while the other <br />table shows a particle size distribution of Clay Loam. <br />Please explain why this difference exists. <br />Section 3.6 Vegetation Information <br />21) NCIG plans to utilize reference areas for comparison of <br />revegetation success. The Sagebrush reference area is <br />not located within the germit area boundary. The surface <br />owner of the land where the reference area is located is <br />the U.S. Bureau of Land Management. Does NCIG have <br />access rights to the reference area? NCIG needs to <br />ensure that the reference area will be managed in a <br />similar manner to the reclaimed areas. <br />22) Permit page 3-70 contains a printing error in the. <br />standard deviation formula. Please resubmit this page so <br />it is legible. <br />Section ~.2 General Operation Plan - Life of Operations <br />23) .This section should be updated to reflect the current <br />.status of the operation. <br />24) Page 4-2, 1st Sentence of section 4.2 reads: "In 1977, <br />the predecessor of New Castle Energy Corporation (NCIG) <br />was formed to acquire the leases on coal properties...." <br />This statement is confusing and seems to imply-that NCIG <br />is the predecessor to NCEC, when, in fact, the reverse is <br />true. Please clarify. <br />25) Table 4.2-2 - Estimated Construction Schedule should be <br />eliminated or genericized to reflect the current <br />operational status. <br />Section 4.3 Operation Plan - Permit Area <br />26) This section should be updated to reflect the current <br />status of the operation. <br />27) Table 4.3-2 - Personnel Requirements for the 5-year <br />Permit Period should be updated to reflect the <br />reclamation status of the operation. <br />7 <br />
