section 3.5 soils Resource information
20) Two tables are included describing soil types in the
permit. These are Tables 3.5-1 and 3.5-2. There is a
significant difference in the particle size analysis of
the Heldt Silty Clay soil type. One table shows the
textural classification as Silty clay while the other
table shows a particle size distribution of Clay Loam.
Please explain why this difference exists.
Section 3.6 Vegetation Information
21) NCIG plans to utilize reference areas for comparison of
revegetation success. The Sagebrush reference area is
not located within the germit area boundary. The surface
owner of the land where the reference area is located is
the U.S. Bureau of Land Management. Does NCIG have
access rights to the reference area? NCIG needs to
ensure that the reference area will be managed in a
similar manner to the reclaimed areas.
22) Permit page 3-70 contains a printing error in the.
standard deviation formula. Please resubmit this page so
it is legible.
Section ~.2 General Operation Plan - Life of Operations
23) .This section should be updated to reflect the current
.status of the operation.
24) Page 4-2, 1st Sentence of section 4.2 reads: "In 1977,
the predecessor of New Castle Energy Corporation (NCIG)
was formed to acquire the leases on coal properties...."
This statement is confusing and seems to imply-that NCIG
is the predecessor to NCEC, when, in fact, the reverse is
true. Please clarify.
25) Table 4.2-2 - Estimated Construction Schedule should be
eliminated or genericized to reflect the current
operational status.
Section 4.3 Operation Plan - Permit Area
26) This section should be updated to reflect the current
status of the operation.
27) Table 4.3-2 - Personnel Requirements for the 5-year
Permit Period should be updated to reflect the
reclamation status of the operation.
