5) Exhibit "E" should include an in depth narrative of reclamation activities done and <br />proposed for each Phase. Please supply documentation from Eagle County <br />approving of reclamation efforts in Area "A" and those proposed in B and D. <br />6) Exhibit "F" should reflect all reclamation efforts proposed and approved by Eagle <br />County that are the operator's responsibilities. Please shove areas to be re- <br />vegetated, proposed parking and recreational areas, etc. <br />7) Exhibit "L" requires the operator to submit "All information necessary to calculate <br />the costs of reclamation... and broken down into various major phases of <br />reclamation. The documentation supplied in Exhibit L is the DMG estimate for <br />conditions related to a bond review and increase on 2/22/00. This documentation is <br />not an acceptable submission under the Rule as it does not; A) reflect the <br />"operator's" estimate of reclamation costs; B) does not reflect the current <br />conditions of the permitted site; C) does not take into account how the amendment <br />changes total costs for reclamation; and Dl does not reflect Phase by Phase costs as <br />defined in the Mining Plan. Please submit an appropriate Exhibit "L". <br />8) Please find enclosed comments from the Army Corp of Engineers. Please provide <br />documentation that the Corp's concerns are being addressed. <br />9) Please find enclosed comments from the Office of the State Engineer concerning a <br />pond in Area "A" as originally approved. Please provide documentation that the <br />OSE concerns have been addressed. <br />101 Please supply copies of public notice and adjacent landowners as required <br />under Rule 1.6.2 (d) and (e) respectively. <br />These reviewed issues do not imply that all other requirements are met. Further adequacy <br />review will be undertaken on this application as relevant information is supplied and <br />analyzed.
