Division of Minerals and Geology
March 31, 2003
Exhibit C -Pre-Minine and Minine Plan Mans of Affected Lands
Item No. 2
DMG : On an Exhibit C map, provide an Affected Lands Boundary to satisfy the requirement of
Rule 6 Section 4.3 (c). This boundary is separate in this situation from the Permit Boundary.
The Affected Land boundary delineates the land within the permit that is proposed to be affected
from land that will not be affected (see Rule I Section I (3) for the definition of affected land).
Your Exhibit Chaps indicate that [here are areas within the permit boundary that will not be
disturbed by a mining activity. An affected land boundary separates those areas from areas that
are or will be affected. Permit boundary lines should be used to delineate areas previously
released from reclamation responsibility. However, ifpreviously released areas are to be re-
a~fected a permit/affected land boundary should be used to bring such areas back into the permit.
An example of this is the area that will be affected by the diversion of Bear Creek across land
marked as "released for bond 1990 ", on the Fig. F-I map. If the area marked as "released from
bond 1987" has or will be re-disturbed, it should be treated the same way. The affected land
boundary should at a minimum be placed on the Fig C-2 and Fig. F-I maps. It would be
desirable to include the boundary on all Exhibit C maps.
Response:
The exhibit C maps have been redrawn to draw a cleaz distinction between those areas that are or
will be disturbed and areas within the permitted area that will remain undisturbed. In addition,
areas previously designated as released from bonding in prior years have been included. Where
the proposed alignment of the Beaz Creek stream diversion crosses one of these previously
released areas, the drawings reflect the acreage that will be re-disturbed, and to be brought back
into the permit.
Item No. 3
DMG: Please show the location of all active and proposed ground water monitoring wells. (see
Rule 6 Section 4.3(~J.
Response:
The recently submitted Groundwater Monitoring Plan (Technical Revision No. 6) shows all of the
existing and proposed wells. These well locations have been transferred to Figure C-2, Mining
Plan Map.
Item No. 4
DMG: Please explain the green boundary line on the Fig. C-6 map. What does the line
represent? If it is a portion of the permit boundary, show it as such with a map symbol in a
legend. If it is a permit boundary line, why does it include land in the northwest corner not
included on other Exhibit C maps?
Response:
This line is the Holcim property line. This has been clarified on the revised figure depicting New
and Existing Facilities (formerly Figure C-6, now C-10).
Holcim Response to Amendment Adequacy Review.doc
