This post-mining land <br />use was selected because it was also the pre-mining land use, and is considered the best use based on <br />the dry climate and the overall poor soil chazacteristics in the area. <br />Other land uses in the Portland/Penrose azea consist primarily of rural residential, farming (e.g., <br />hay), and grazing/rangeland. There is some industrial land use to the north and southeast of the <br />proposed mining azea. The property north of the Portland Plant quarry area is occupied primarily by <br />the Estes model rocket company.
