already installed, and other reclamation measures that have already been completed. Please
respond.
6.4.5 EXHIBIT E -Reclamation Plan
3. The applicant mentions in the "Amendment Overview" that the revised reclamation plan
includes backfilling some of the existing pond azeas and that they plan to partially backfill ce119
with excess overburden and inert fill materials. However, the Division's 10/09/02 inspection
report indicates that pits/ponds 3-6 act as a series of siltation and water supply ponds that will
eventually be filled with fines and converted to wetland habitat, and that pidpond 14 will be
filled with fines and converted to wetland habitat. Please clarify which of these ponds will be
backfilled, topsoiled, and seeded with a grass mix and which of these ponds will be reclaimed to
wetlands. The applicant will need to provide a wetlands grading and revegetation plan for any
such ponds that will be reclaimed to wetlands. Please address.
4. The applicant mentions in the "Reclamation Plan" that there aze eleven lakes including the
azea being mined and there are two additional proposed lakes. The Division's 10/09/02
inspection report indicates that cells 1,2,7,9,12,13, &15 will remain as ground water ponds and
are well vegetated with perennial grasses and trees. Please indicate if the observations made in
the Division's inspection report are still accurate: Please indicate the status of the remaining
ponds. Please indicate whether there aze any existing cells that require topsoiling and
revegetation. Please respond.
5. The applicant mentions in the "Reclamation Plan" that excess overburden from cell 9 will be
backfilled into the excavated azea and that excess overburden from the mining of ce118 will be
backfilled into ce119. In conformance with Rule 6.4.4(d), please indicate the maximum volume
of overburden that will be stockpiled at the site for eventual backfilling into ce118 andlor 9.
Please respond.
6. The applicant mentions in the "Reclamation Plan" that the settling ponds on the South Side of
the river will be filled with process fines from the gravel wash plan and will be reclaimed by
seeding grass as originally specified. Please clarify whether these ponds will be reclaimed to
wetlands with wetland vegetation or whether they will be dried, topsoiled, and revegetated with a
grass seed mix. Also, please indicate the acreage of these ponds. Please respond.
7. The applicant mentions in the "Reclamation Plan" that waste concrete, inert fill, and non-
marketable fine material from off-site is being backfilled into the waste concrete and inert fill
azea. In conformance with Rule 3.1.5(9)(b), please indicate the maximum volume of such
material to be stored on site for eventual backfilling. Please respond.
8. The applicant mentions that there aze approximately 3 acres of pit bank slope and 16 acres of
backfill azeas and overburden storage that will be reseeded. Given the list of possible grass
species to be used during final reclamation, the Division recommends use of the following mix:
