Under your plan for topsoiling you state "topsoil will be recovered and hauled to designated <br />topsoil stockpile azeas.... where it is stockpiled and then seeded with quick growth grasses for <br />the prevention of erosion." Provide the seed mix (species) and seeding rate (lbs. PLS per acre) <br />for the quick growth grasses. <br />Your plan includes spreading topsoil at a thickness of 0-6 inches. If the range is 0-6 inches, <br />Holcim would have the option of replacing 0 inches of topsoil on reclamation azeas. Please state <br />a range of topsoil replacement that is appropriate for the range of topsoil salvage potential in <br />accordance with the soils information in your Exhibit I -Soils Information. All areas should <br />receive some topsoil replacement to insure that it will be possible to reclaim them to rangeland. <br />If you have identified azeas where there is no topsoil, provide your plans for use of another plant <br />growth medium, including how it will be amended if necessary to insure successful <br />establishment of the planned rangeland species. <br />Your reclamation plan includes a proposed seeding mix taken from a form CO-ECS-S prepazed <br />by Roy Roper on August 22, 2000. Mr, Roper is a highly respected conservation planner in the <br />Fremont County area and, his seeding recommendations are usually very good. Upon closer <br />examination of the CO-ECS-S form, it is apparent that the seed mix was prepazed for a two acre <br />limestone breaks site or mine spoil (limestone outcrop or limestone rubble). The mine <br />reclamation plan includes replacing topsoil, which in the mine area is primarily of silt loam and <br />silt clay loam textures. The native vegetation is primarily Blue Grammy grass and Westem <br />Wheatgrass. Sand Dropseed and Fourwing Salt Bush are also components of the native <br />vegetation. The grass Mammoth Wildrye in the proposed seed mix is not well suited to the site. <br />It is used for dune stabilization in the northwest United States. The Division will require that <br />Blue Grama grass and Western Wheatgrass be included as major components of the seed mix. <br />The Division suggests that Holcim consider using the following mix or a very similaz mix. <br />Specie % of mix PLS/Ac (broadcast) <br />Blue Gramma grass 30% 1.8 Lbs PLS <br />Westem Wheatgrass 20 6.4 <br />Sideoats Gramma 10 1.9 <br />Crested Wheatgrass 10 2.0 <br />Indian Ricegrass 10 2.5 <br />Alkali Sacaton 10 0.3 <br />Sand Dropseed 5 0.1 <br />Fourwing Saltbush 5 1.0 <br />If Holcim does not agree to use this seed mix provide a new proposed mix that includes a large <br />component of Blue Gramma grass and Western Wheatgrass. <br />
