Add an Affected Land Boundary symbol to the appropriate Exhibit C legend and use it on the <br />map/s to identify positively land that will be affected (see definition of affected land Rule 1.1(3) <br />as opposed to land that will not be affected. The Division recommends that you be liberal in <br />identifying affected lands. Disturbing land outside an affected land boundary could be <br />considered a possible violation of the permit. <br />Exhibit D -Mining Plan <br />Item No. 12 <br />This item asked Holcim to provide a plan to prevent damage to the natural gas pipeline running <br />through extraction cuts 13, 14, 16 and 18. Your response plan is to negotiate with El Paso - <br />Colorado Interstate Gas Company to relocate the gas line to another area, where it will not be <br />impacted by blasting and other quarrying activities and, if Holcim will be mining at a distance <br />that is less than 500 feet to the natural gas pipeline, seismic monitors will be installed. A letter to <br />the Division dated May 12, 2003 from the gas company states "CIG requests that we be notified <br />when the 500 feet sepazation comes into effect. The peak velocity caused by the detonation of <br />explosive charges should not exceed 4 inches per second within 500 feet of the pipelines." In a <br />letter to the Division dated June 11, 2003 Michael B Toelle, Interim Quarry Manager, states " <br />Holcim will notify the CIG when blasting comes within 500 feet of the natural gas pipelines and <br />will insure that peak velocities will not exceed 4 inches per second within 500 feet of the <br />pipelines." Please re-state this commitment by Holcim as further response. It will serve for the <br />record as Holcim's official response to this adequacy item. <br />Exhibit E -Reclamation Plan <br />Item No. 13 <br />Your response to this item is a revised Exhibit E. <br />On the first page, Table 1 is a list of "Affected and Reclaimed Areas". In the box titled Mining <br />Areas, Cut 1 is shown to be 28 acres whereas in the box titled Reclamation Areas Cut 1 is shown <br />to be 137 acres, a difference of 109 acres. Please correct the figures or explain the appazent <br />discrepancy. On the same table, It appears that the difference of 73 acres between Mining Areas <br />19-22 and Reclamation Areas 19-22 is the previously mined (under this permit) area east of the <br />planned mining cuts. Please confirm this assumption or provide a correct explanation. <br />
