Please confirm the <br />source(s) of any water required for this operation. Please see and respond to the enclosed <br />comments provided by the Office of the State Engineer, Colorado Division of Water Resources. (See <br />Item No. 26 of this letter.) <br />12. Pursuant to the Minerals Program Policy Memo "Oil and Fuel Spill Containment Structures," dated <br />April 8, 2005, (copy attached) please submit documentation that the applicant has an SPCC plan for <br />this site and that plan has or will be implemented prior to storage of fuel or oil products. <br />Rule 6,4.5 Exhibit E -Reclamation Plan <br />13. Please describe the final grading plan, especially site drainage. This can be accomplished by <br />showing final contours on the Reclamation Plan map. <br />14. The submitted Reclamation Plan refers to the NRCS report for seeding, but is unclear as to whether <br />all suggestions in the NRCS report will be adopted, especially with respect to revegetation and weed <br />control. Please clearly specify the measures that will be taken, including time and rate of seed <br />application to be used to revegetate the site and for weed control. <br />15. Please describe how the slopes will be prepared for topsoil placement (e.g., will it be ripped and/or <br />scarified?), how the seedbed will be prepared, and whether the seed will be raked or harrowed after <br />broadcast application. Describe any proposed fertilization (types, mixtures, quantities, and time of <br />application). Indicate whether mulching will be performed and, if so, the mulch crimping method to <br />be employed. <br />16. Submitted Exhibit E -Reclamation Plan states, "Top soil will be placed on sloped banks and floor of <br />pit 6 inches deep maximum." Based upon the supplied Natural Resources Conservation Service <br />(NRCS) letter and soils report, 8 to 15 inches of topsoil overlies the gravel and that "topsoil [should <br />be] spread to a minimum depth of 6 inches over scarified gravel." The topsoil must be replaced to a <br />minimum depth of 6 inches. Please specify a minimum and average topsoil replacement depth <br />consistent with salvageable topsoil at the site and amend Exhibit F, the Reclamation Plan map, for <br />consistency. <br />17. Rule 3.1.10 requires that the "revegetation plan shall provide for the greatest probability of success in <br />plant establishment and vegetation development...." The applicant has specified that reclaimed <br />slopes will be 2H:1V in the added mining area "or will be made 3:1 if required." 2H:1V slopes are <br />typically unstable and difficult upon which to establish vegetation, Please commit to no steeper than <br />3H:1 V slopes throughout the permit area. <br />18. Per Rule 6.4.5(2)(e), please clarify the reclamation schedule, including the estimated time required <br />for various stages or phases of reclamation, the size and location of each area to be reclaimed, and <br />the sequence in which each stage or phase will be carried out. This phasing may affect the amount <br />of reclamation bond that the Division will have to hold. Please contact me with any questions. <br />Rule 6.4.6 Exhibit F -Reclamation Plan Mag <br />19. Please see Item 2 of this letter. <br />20. Rule 6,4.6(a), requires that the Reclamation Plan map show "proposed topography of the area with <br />contour lines of sufficient detail to portray the direction and rate of slope of all reclaimed lands:' <br />Please add contours to fhe Reclamation Plan map to adequately depict the post mine topography. <br />
