Logan Wash Mino TR No. 7 <br />applying a minimum 6-inch layer of topsoil or subsoil to the disturbed surface. This soil will be <br />seeded, fertilized, and straw mulched in the same manner as described for the Upper Access <br />Road. <br />Upper Bench Road and Lower Bench Road <br />Since initial development of the mine, a significant amount of vegetation has naturally <br />established itself along the margins of the bench access roads including the small I to 2 foot <br />earth berms on the outside (fill side) of the roads. Recent evaluations of storm water control at <br />the mine (Technical Revision No. 5) concluded that preservation of the bench roads is important <br />to erosion control at the mine. The roads and accompanying toe ditches on the inside (cut side) <br />of the road channel storm water away from and prevent erosion on the steep outslopes (fill and <br />natural slope areas). The road benches themselves consist of bedrock and shallow fill. Where <br />bedrock is present, the full width of the road bench is needed to manage potential storm runoff. <br />On the basis of these conditions, OOSI proposes to rip the road surfaces where unconsolidated <br />material is present to a depth of no less than 1 foot and apply a minimum of 6-inches of topsoil. <br />The soil surface will be seeded with a range drill using the approved seed mix for the mine <br />(Attachment B). Fertilizer will be applied at a rate of 200 pounds per acre with the seed or <br />before final disking of the surface. A balanced 18-18-18 nitrogen, phosphorus, potassium <br />Fertilizer will be used. Certified weed-free straw mulch will be applied at rate of 2,000 pounds <br />per acre and crimped into the surface following seeding using a mechanical disc technique <br />(tractor with disc). Straw mulch will be applied manually or by a mechanical spreader, <br />whichever is most feasible. <br />The following table shows the reclamation materials proposed for use on reclamation of roads. <br />Road Reclamation Materials <br /> <br />Material Application Rate <br />Ibs er acre <br />Seed mix (Attachment B) 17.5 <br />Straw mulch 2,000 <br />Fertilizer (18-18-18 N-P-K) 200 <br />4,2.2 Mine Benches (Area #2, Area #3, and Area #4) <br />The mine bench areas include Areas 2, 3, and 4 as shown on Exhibit F (Attachment A). Area 2 <br />is the Upper Bench, Area 3 is the Lower Bench, and Area 4 is the bench associated with the <br />Research Mine. These areas include the bench production/staging area as well as all other <br />flatter-grade ground above the waste-rock dump slopes. The existing area of the Upper Bench is <br />approximately 2.3 acres in size, including the moderately sloped area below the Daylight Portal. <br />The existing azea of the Lower Bench is approximately 5.5 acres.
