Logan Wash Mine TR No. 7 <br />4.2.1 Mine Roads (Area #13) <br />Roads remaining to be reclaimed include the main Upper Access Road (Area 13), the Lower <br />Access Road, and the Upper and Lower Bench Roads. These roads involve reclamation on U.S. <br />Bureau of Land Management (BLM) land and Occidental property. <br />The estimated acreage of access roads requiring reclamation is 4.2 acres on the Upper Access <br />Road (including the Research Mine portion and sidecast areas), 1.4 acres on the Lower Access <br />Road, 1.4 acres on the Upper Bench Road, and 0.8 acres on the Lower Bench Road. <br />Main Upper Access Road and Lower Access Road <br />The Upper Access Road is on BLM lands. At present, BLM has requested that the Upper Access <br />Road be reclaimed by pulling up sidecasted fill into the existing cut to reduce the profile of the <br />road bench and better blend the cut into the existing slope. This fill work will be followed by <br />seeding, mulching, and fertilizing. OOSI will conduct reclamation per BLM's request. <br />[However, it should be noted that since initial development of the mine, a significant amount of <br />vegetation has naturally established itself along the margins of the access roads. Reclamation as <br />requested by the BLM will destroy this mature vegetation.] <br />sidecast material will be retrieved and placed in the cut with a large conventional excavator. It is <br />anticipated that the placed sidecast material has adequate properties for seeding without the use <br />of a topsoil amendment. The material will be set in place and the surface will be "combed" with <br />the excavator bucket to provide a rough surface. If the resulting slope allows, seeding will be <br />conducted with a range drill. If the slope is unsafe for the use of a range drill then broadcast <br />seeding methods will be implemented. If broadcast methods are used, seed will be raked into the <br />soil to provide sufficient soil cover. The seed mix to be used is shown in Attachment B. <br />Fertilizer will be applied at a rate of 200 pounds per acre with the seed or before final raking of <br />the surface. A balanced 18-18-18 nitrogen, phosphorus, potassium fertilizer will be used. <br />Certified weed-free straw mulch will be applied at rate of 2,000 pounds per acre and crimped <br />into the surface following seeding using a mechanical disc technique (tractor with disc or <br />excavator shovel). Straw mulch will be applied manually or by a mechanical spreader, <br />whichever is most feasible. <br />Reclamation of the Lower Access Road on BLM property and the lower several hundred feet of <br />the road on OOSI property will be conducted in a similar manner to the Upper Access Road, but <br />the placement of sidecast material does not apply. The surface of the Lower Access Road will be <br />ripped and scarified to a depth of no less than 1 foot. Application of seed, fertilizer, and straw <br />mulch will be conducted as described above for the Upper Access Road. It is anticipated that no <br />topsoil will be required to amend existing materials on the Lower Access Road on BLM property <br />or the lower several hundred feet of OOSI property, and that mechanized conventional seeding <br />equipment will be used. <br />The upper (northern) several hundred feet of the Lower Access Road has been covered by debris <br />flow materials from the Lower Dump. This portion of the road will be reclaimed by first <br />Western Water & Land, Inc. <br />
