(ii) The results ofi these decisions shall be formulated into <br />a Reclamation Plan, as specified in Subsection 6.3.4 or <br />6.4.5. <br />Exhibit "E" of this application, of which this is a part, had <br />all of these decisions formulated into what the operator be- <br />lieves is an adequate Reclamation Plan for the subject and <br />the immediate area. <br />3.1.2 Reclaiming Substituted Land. <br />No substituted land will be involved in this operation. <br />3_1.3 Time Limit and Phased Reclamation. <br />The operator agrees to carry all reclamation to completion <br />with all reasonable diligence. Each phase will be complete <br />within 5 years or less from the date the operator informs the <br />Board that such phase has commenced. <br />3.1.4 Public Use. <br />The operator/owner does not plan to allow the public to use <br />the subject property. Only industrial tenants and their cus- <br />tomers will be allowed. <br />3.1.5 Reclamation Measures - Material Handling <br />(1) Grading shall be carried on so as to create a final to- <br />pography appropriate to the final land use selected in the <br />Reclamation Plan. <br />(2) When backfilling is part of the plan....... <br />No backfilling is proposed and there are no acid-forming or <br />toxic materials to be leached. <br />(3) All grading will be done in a manner to control erosion <br />and siltation of the affected lands, to protect areas outside <br />the afifiected lands firom slides and other damage. If not <br />eliminated, all highwalls shall be stabilized. <br />There are no highwalls to remain in this operation. <br />
