EXHIBIT "E" <br />RECLAMATION PLAN <br />Items (1) and (2) are general instructions and comments on <br />the preparation ofi the plan and will be addressed throughout <br />the plan. Specifiics start in (2) (a) and are as follows: <br />(a) A description of the type of reclamation proposed to be <br />achieved in the reclamation of the afifiected land and why cho- <br />sen, the amount of acreage accorded to each, and a general <br />discussion ofi methods of reclamation as related to the <br />mechanisms of dirt moving. <br />The operator has chosen industrial usage as the reclamation <br />type fiat this site as this is typical of the land usage that <br />has developed in the immediate area in the Last flew years. <br />The prison projects have created this demand as the area is <br />close to the construction. <br />The mechanics of earthmoving will consist of grading the pit <br />floor and backslopes. Bulldozers, front-end loaders, scrap- <br />ers or any combination thereof will be used to accomplish <br />this as well as the excavation ofi the aggregate. <br />(b) A comparison of the proposed post-mining use to other <br />land uses in the vicinity and to adopted state and local land <br />use plans and programs. <br />As stated above, industrial usage is proposed fiat the end use <br />of the reclaimed site. The nearby prison projects have cre- <br />ated a demand for various industrial sites connected with the <br />construction and maintenance. This is quite noticeable in <br />the lands south and east of the subject. North of the pit <br />boundary past the setback from the property line are <br />residences. The setback and backsloping on the northern end <br />of this property provide a visual barrier for the homeowners. <br />The use mentioned here is in compliance with both local and <br />state land use plans. The subject is industrially zoned by <br />the City of Florence, and this property is in the city. <br />(c) A description of how the Reclamation Plan will be imple- <br />mented to meet each applicable requirement of Section 3.1. <br />Section 3.1 - Requirements <br />3.1.1 Establishing Post-Mining uses, <br />(i) The operator/owner has decided that industrial use is <br />the most appropriate final use to blend in with adjacent <br />uses. The pit floor will be leveled and a 6" - 12" plate of <br />pit run material will be left. <br />
