Simpson, P.E. <br />State Engineer <br />We have received your letter of January 24, 2000, requesting renewal of the above <br />referenced substitute water supply plan to cover depletions caused by an existing gravel <br />mining operation. <br />The anticipated net depletion for this plan is 46.68 acre-feet per year for a total of <br />46.38 acres of water surface to be exposed after December 31, 1980. Of these 46.38 <br />acres, 22.89 acres are currently exposed, and it is anticipated that the net exposed <br />surface area will remain at 22.89 acres through this extension. According to the <br />information submitted, 82.47 acres of water surface, out of a total of 128.85 to be <br />exposed at the site, was exposed within the reclamation permit boundary prior to January <br />1, 1951. You have provided a monthly breakdown of the depletions for this year of <br />operations from Marr,h of 2000 through Febru~n; of 2001. The dep!e*.ions tcta! 23.88 <br />acre-feet of net evaporative loss, 15.32 acre-feet of water used to batch concrete (which <br />represents production of 166,41 5 cubic yards of concrete), 2.08 acre-feet of water lost <br />with mined product (which represents 70,616 tons of mined productl, and 5.40 acre-feet <br />cf water used for dust control. Phreatophyte credits of 5.29 acre-feet per year ha~.-e lase.^. <br />applied to this plan. <br />The ISroposed sources of replacement water for this pit are 29.3 Barnes Ditch <br />inches diverted from the Big Thompson River and previously used for irrigation of the <br />mined property and 60.7 units of Colorado-Big Thompson Project water owned by <br />Loveland Ready Mix. The Barnes Ditch inches, from dry-up of approximately 44.8 acres <br />of alfalfa and barley, provide a dry year total of 48.18 acre-feet of historic net stream <br />depletions during May through October, and carry an historic return flow obligation of <br />1.55 acre-feet during November through April. Replacements during May through October <br />will be made by diverting the Barnes Ditch water, measuring it, and then returning it to the <br />Big Thompson River. Adequate flow measuring devices, satisfactor/ to the Water <br />Commissioner, must be installed for the administration of this replacement water from the <br />Barnes Ditch.
