MINING PLAN
Mining Plan
Introduction: The following mining plan contains requirements that exceed what is normally
expected of mine operators. These requirements are needed primarily to comply with the lease and
fulfill the expectations of the lease. The terms of the lease, set by agreement between the lessor and
lessee, are intended to protect the special resources on this Stewardship Trust Land. Many parties use
this land and all parties aze expected to strictly adhere to the special needs of protecting this land. All
parties are expected, by the Colorado State Boazd of Land Commissioners, to cooperate in the effort
of maintaining the values of this land.
This mining plan contains several sections. The first sections describe the boundary and
disturbance limitations, the nature of the deposit, and the general processes, procedures and
requirements for conducting the mining. For the mining and reclamation to properly integrate the
requirements must be closely followed.
The next section describes the initial mining areas, both upland and lowland and is closely tied
to the various mining plan maps in Exhibit C. These aze only the first mining azeas and should
provide sufficient material to supply the needs for the first few years, depending on market demand
and the actual quantity of sand in the areas. It is these areas, and the current disturbance areas, that
form the basis for the reclamation costs in Exhibit L.
The last and smallest section discusses the need to work with other lessees who have rights to
this property and a short discussion on how the mining and reclamation integrate. All of these sections
constitute the mining plan as required for Reclamation Permit applications.
Exhibit CMaps -Description and Uses
Exhibit C, the mining plan maps, precede this exhibit and provide graphic explanation of the
mining plan and other baseline information for the site. Following is a description of the various maps
and how they fit into the mining plan and other exhibits.
Exhibit C-lA and C-1B: These maps show the entire site on a single map at a scale of
1 "=660'. C-lA shows the two phases along with the fundamental
lay of the land. C-1B shows the maximum POTENTIAL
affected land area. This affected land area includes all land that
could be affected by mining, access, and processing operations.
However, it is important to understand that within this azea is a
second classification known as the Bonded Area. Normally, all
the affected land would be appropriately bonded at permitting,
Coal Creek Sand Resource Amendment 3 (2005) - M-1988-044 Exhibit D Page 7
