Resolution: Everist has voluntarily committed to the importation of natural soil to the site for the <br />purpose of vegetation establishment. The imported soil will be spread to a depth of 1-inch over <br />the entire affected area. DMG will require reclamation bond to import sufficient soil for <br />spreading to a depth of 1-inch in the event the Operator were to default on this obligation. In the <br />circumstance of a default, DMG forfeits the bond and uses the money to contract for reclamation <br />of the site in accordance with the plan approved in the permit. Everist has further committed to <br />willow plantings in the perimeter berms, with a total of approximately 1000 cuttings to be <br />planted, and has committed to seeding the re-soiled areas with the following mixture: <br />Common Name Scientific Name Lbs. To the DMG's knowledge, the floodplain has not <br />been delineated at the Mascot Placer location and asked how Everist intends to determine a safe <br />location for the fuel tanks. Further, DMG required Everist to provide a spill prevention and <br />containment plan for the fuel depot. <br />Resolution: Although the floodplain has not been delineated, a flood elevation analysis is <br />included in the Alpine Rock reclamation permit that also covers the Mascot Placer (Permit No. <br />M-1993-035). The DMG reviewed and accepted this analysis in 1993. The analysis <br />demonstrates that the 100-year flood flows through this reach of the Swan River will be 3.26 feet <br />higher in elevation than normal flows. Everist has committed to locating fuel tanks at least 3.26 <br />higher than the ordinary high water line and along a line drawn perpendicular to the flow <br />direction of the river. This commitment will assure that the tanks are located a conservative <br />distance from the floodplain. Further, the tanks will be located within lined and bermed <br />2 <br />
