Resolution: Everist has voluntarily committed to the importation of natural soil to the site for the
purpose of vegetation establishment. The imported soil will be spread to a depth of 1-inch over
the entire affected area. DMG will require reclamation bond to import sufficient soil for
spreading to a depth of 1-inch in the event the Operator were to default on this obligation. In the
circumstance of a default, DMG forfeits the bond and uses the money to contract for reclamation
of the site in accordance with the plan approved in the permit. Everist has further committed to
willow plantings in the perimeter berms, with a total of approximately 1000 cuttings to be
planted, and has committed to seeding the re-soiled areas with the following mixture:
Common Name Scientific Name Lbs. PLS
Alpine Timothy
andfor
Alpine Bluegrass
andlor
Spike Trisetum Phleum alpinium

Poa Alpina

Trisetum spicatum
all totalin

4
Tufted Hair ass Descham sia caes itosa 3
Timoth Phleum ratense d
Kentucky Bluegrass Poa ratensis 3
Hard Fescue Festuca ovina Durar 4
Shee Fescue Festuca ovina Covar 4
Red Fescue Festuca rubra 5
Red To A rostis alba 5
White Dutch Clover Tri o[ium re ens 5
Total 37
~PLS is pounds of pure live seed per acre.
Performance standards for revegetation are not applicable to this site because of the pre-mining
condition being bereft of vegetation.
DMG Issue #2: The conversion application states that bulk fuel will be stored in onsite tanks
located well above the 100-year flood flow. To the DMG's knowledge, the floodplain has not
been delineated at the Mascot Placer location and asked how Everist intends to determine a safe
location for the fuel tanks. Further, DMG required Everist to provide a spill prevention and
containment plan for the fuel depot.
Resolution: Although the floodplain has not been delineated, a flood elevation analysis is
included in the Alpine Rock reclamation permit that also covers the Mascot Placer (Permit No.
M-1993-035). The DMG reviewed and accepted this analysis in 1993. The analysis
demonstrates that the 100-year flood flows through this reach of the Swan River will be 3.26 feet
higher in elevation than normal flows. Everist has committed to locating fuel tanks at least 3.26
higher than the ordinary high water line and along a line drawn perpendicular to the flow
direction of the river. This commitment will assure that the tanks are located a conservative
distance from the floodplain. Further, the tanks will be located within lined and bermed
2
