containment sufficient to store a volume of liquid 1.5 times the capacity of the tank(s). <br />Moreover, Everist will implement a policy and install signage at the fueling station requiring that <br />the fuel valve be manned at all times during fueling. Mobile fuel tankers may also be used, and <br />may be parked anywhere within the permit azea on a temporary basis. <br />DMG Issue #3: A delineation of jurisdictional wetlands has not been completed at the Mascot <br />Placer. The DMG raised that concern that no waters of the United States be impacted without <br />proper permitting or clearance from the Army Corps of Engineers and that if wetlands are <br />impacted that they be properly reclaimed. <br />Resolution: The DMG conducted a complete inspection of the Mascot Placer on June 1, 2004. <br />During that inspection it was determined that there are no wetlands located within the 42 acre <br />area to be mined. At a future time, Everist intends to install a new and permanent river crossing <br />upstream of the existing crossing. Everist recognizes and has stated in the conversion <br />application that permitting or clearance from the Army Corps of Engineers must be obtained <br />prior to installation of [he crossing. Also, Everist recognizes, and it is discussed in the DMG <br />6/1/2004 inspection report, that careful mining methods must be employed during dredge pile <br />removal in proximity of water of the United States, including wetlands, in order to prevent <br />accidental discharge of the dredge rock into the water. <br />DMG Issue #4: In Exhibit M to the conversion application, Everist recognizes that one or more <br />air quality permits maybe required for conduct of operations at the Mascot Placer. However, <br />Everist has not yet determined what the specific requirements maybe. <br />Resolution: Everist has committed to interface with the Air Pollution Control Division in the <br />near term and report to the DMG on the findings and requirements of that agency. <br />DMG Issue #4: DMG required additional information to facilitate reclamation cost estimating to <br />be used to establish the amount of reclamation bond to be required prior to Everist mining in the <br />acreage proposed to be added to the operation through the pending conversion revision. <br />Resolution: Everist has provided the requested information, and the DMG is in the process of <br />estimating reclamation costs. The completed DMG estimate will be provided to all parties to the <br />conversion application as soon as it is available. <br />Issues Raised in Public Comments on the Application <br />In accordance with Rule 1.4.9(2)(c), the following listing is provided of the issues raised by the <br />public or other government agencies in the review of the conversion application for the Mascot <br />Placer and a summary statement describing DMG's position on the resolution of each issue. <br />Comment #1: A number of commenters raised the issue of the lack of a revegetation plan in the <br />conversion application. <br />3 <br />
