the wetland/riparian species to be established.
6.4.5 EXHIBIT E -Reclamation Plan
3. The applicant has provided a revegetation seed mix for dry, upland areas prepared by a
representative of the Natural Resources Conservation Service. However, the proposed seed mix
contains only two (2) grass species and 1 forb. The Division recommends the applicant revise
the seed mix in order to better establish a diverse, long-lasting vegetative cover. Considering the
soil types present, the Division recommends the applicant consider the seed mix listed below for
such azeas. Please respond.
Dry Upland Areas -Seed Mix
SpeCieS % of Mix Seed Rate
Smooth Brome 20 2.5
Pubescent Wheatgrass 15 3.0
Western Wheatgrass 20 2.5
Little Bluestem 10 1.0
Green Needlegrass** 10 1.0
Alfalfa 25 2.0
Winterfat*** - 1.0.
Total .................... ..... 100 13.0 .
* rate in lbslAcre PLS (double rate for broadcast seeding)
** tall fescue maybe substituted for green needlegrass
*** antelope bitterbrush or 4-winged saltbush may be substituted for winterfat
4. The Reclamation Plan Map shows the reclaimed pit as being approximately 150' from the
Yampa River, within the 100-yeaz floodplain of the river, immediately adjacent to the floodway
of the river, and with no flood control berm. The Reclamation Plan Map also shows an inlet
(neaz U.S. Highway 40) and an outlet leading to the Yampa River. However, no details were
provided for the inlet and outlets. The Division requests that you provide details of the inlet and
outlet and confirm whether they will be comprised of properly designed and engineered
structures. Due to the close proximity of the reclaimed lake to the Yampa River, the Division
recommends that Duckels Construction and/or the landowner consider installation of properly
engineered inlet and outlet spillways at the upstream and downstream ends of the lake to safely
convey floodwaters. Please respond.
6.4.7 EXHIBIT G -Water Information
5. Attached are review comments from the Office of the State Engineer (OSE). Please clarify
