CAMEO GRAVEL <br />EXHIBIT D <br />MINING PLAN <br />8.) EXISTINGISURROUNDING USES: <br />The proposed gravel pit is for the removal of large lava or Basalt boulders for use as <br />rip/rap and landscaping purposes. Any select material found suitable as road base or <br />structural fill will also be utilized. The proposed mining sites are presently zoned <br />agricultural/forestry transitional (AFT). <br />The proposed sites are primarily located Southeast of Cameo on a high mesa which <br />slopes Northwesterly at 5 - 6 % grade toward the Colorado River. <br />In the early 1900's the site was farmed by a pioneer by the name of Crawford. Later, <br />the property and water rights were sold to the Town of Palisade. The water rights were <br />transferred up stream on Rapid Creek and converted to domestic use for the Town of <br />Palisade. <br />Junior water rights exist which are controlled by Powder Mountain Ranch and are used <br />to irrigate the subject property; however they are low priority rights and get water only <br />during Spring run-off. No water rights presently have been transferred to the petitioner, <br />however, the land included in this application has always been irrigated by the Martin <br />Crawford Ditch, and supports limited livestock grazing and wildlife habitat (Range land). <br />The surrounding property consists of large parcels of 26 acres or more, also used <br />primarily for limited livestock grazing and wildlife habitat. There are existing electric <br />transmission lines, gas pipelines, and water pipelines on the surrounding properties. <br />A 100 foot wide electric transmission line right-of-way exists along the North portion of <br />the petitioners property. The easement has been excluded from the proposed sites <br />(See Middle Mine plan), and will not be impacted by the mining plan. <br />The Ute Water filtration plant is located approximately 1/4 mile to the South on a lower <br />(f 00 ft.) Bench just North of Rapid Creek. <br />Palisade Water filtration plant is located across Rapid Creek approximately'/: mile <br />South from the site. <br />A previous rip/rap quarry, which is not active at this time, was located on Erikson's <br />property (Mesa County Conditional Use Permit C-45-86) approximately 1/8 mile to the <br />Southwest of this proposed site. <br />The closest residence is Erickson's, located North of Rapid Creek. The next closest <br />resident is Emery Atchinson, approximately 1/4 mile westerly of Erikson's. <br />9.) TRANSPORTATION: <br />Trucks will be used to transport the material approximately 3/4 mile from the storage <br />yard site to the I-70 frontage road. The existing haul road to I-70 will be improved with <br />select materials during the life of the quarry on an as-needed basis. <br />5 <br />
