<br /> <br />h1r, Ed Gaunt - 2 - Iovember 21 , 1989 <br />TBM then needs to submit the request for release in writing to the Division. <br />The request for release should include the following at a minimum: <br />Copies of the letters notifying the above parties of the request for bond ' <br />release and the certifed receipts need to be submitted to the Division. <br />A copy of the newspaper advertisement (to be run in the Trinidad <br />Chronicle - tJews) noticing the request needs to be pro vi a ontents of <br />e no ice are ound in Rule 3.03.2 (b ). This notice, after Division <br />approval will need to be run once per week for four consecutive weeks. <br />TBM needs to provide quantitative evidence in the form of reports and/or <br />investigations regarding the successful establishment of vegetation, and <br />proof that the operation is not contributing additional suspended solids <br />(as described above). <br />A justification of the dollar amount of the bond to be released and a <br />calculation of the remaining reclamation liability. <br />Receipt of all of the above materials will initiate the bond release process <br />An inspection of the site by the Division will follow and a recommendation <br />will be made regarding release. <br />As you can see, this is a several month process, which TBM needs to initiate <br />as I have outlined. We will be able to assist you with details as the need <br />arises. <br />Alternative Land Uses <br />This fall I was asked to look into the concerns the Division has had with the <br />subdividing of the formerly mined property and how that affects TBM's ability <br />to maintain the site and obtain bond release. As you are aware, the <br />suggestion has been made that TBM might be able to pursue a change in <br />post-mining land use from rangeland/wildlife habitat to residential <br />development. In order to better evaluate this potential, Jim Pendleton, <br />Engineering Geologist, Randy Price, MLR Reclamation Specialist, and I <br />conducted a reconnaissance evaluation at the site on November 15, 1989. A <br />synopsis of our evaluation is included ,for your information and evaluation. <br />
