Permit M-83-033 <br />facing"slope"will be mined, but as committed too in the Reclamation <br />Plan, it will be returned to at least its present state using plants <br />native to the site. FYI, since Frei's purchased the Young property, no <br />cattle have been placed on the nearly 1400 acres currently owned by the <br />family.-.Over that time we have seen an increase in the quality 6 <br />quantity of the"grasses and shrubs on the site. This has attracted <br />more"wildlife, deer, elk, bighorn sheep and even a mountain goat. <br />Finally this is private property and mining an additional 166 acres out <br />of "1400, 'over"the next l00 years is .far less than other impacts that <br />will occur to surrounding wildlife habitat, i.e., housing developments. <br />1. What I was, trying to explain here was that when mining reaches the <br />north slope area that there would be 1,000 linear feet of <br />partially-finished bench-slope needing backfilling. This was-not <br />a .reference to the. total amount to,be found in the mine at that- <br />-- time. When doing the reclamation cost estimate Z only estimated . <br />what I"thought would occur at a given"point in time.. This <br />estimate was done a time that occurs before mining reached the <br />north slope area. 'The maximum highwall length may change as <br />mining progresses thru the mine, so periodic bond evaluations will <br />have £o be-done; as mining moves into a new area. As we discussed <br />S will take two paths to determining what the bond should be set <br />at. In the first I addressed the"Inspection report of April 2002 <br />to determine what the current bond should be. In the second, I <br />,address how much it would take to bond the mine at a point <br />approximately 10 year"from now. In the second calculation I <br />spelled out the limits of the length of the highwall and total <br />area of disturbance. The other restrictions require certain <br />benching commitments on the new area and the amount of reclamation <br />necessary to reclaim the mine if mining ended at that time. <br />2. Construction .of the lakes is proposed for the future. At this <br />time it is not possible to'aequire the information needed to <br />assess what activities or materials will be needed to make the <br />excavated-areas into water storage reservoirs. Until that time, <br />Frei will create two-areas deeper than the surrounding floor that <br />will be .developed as part of the commercial floor area currently <br />approved. The slopes going from the-main floor to the floor of <br />the depressions will be .mined 3h to lv and the floors will be <br />fairly level. 'Once the Frei Lake and Lake Albert areas are <br />complete reservoir planning will-begin to determine if it is <br />feasible to build them: Albert Frei and Sons, Inc., will submit <br />.design documents as a permit revision to the Division prior to <br />construction of the liners and. pump facilities, if needed. This <br />duel Reclamation Plan allows the flexibility A.F.S.-needs and <br />still assures that the bond will be adequate to cover reclamation <br />costs. <br />3. This area is part of the sight berm that will be left along <br />Highway 6. Some additional mining may take place on the north <br />facing wall of this berm to narrow it as shown on the reclamation <br />• map. IF mining returned to this area it would be mined last so it <br />will limit visibility into the mine until that time. Mr. Revey <br />discussed this walls stability on page 9 of 14, paragraph 3 of <br />his report.
