Mr. Richard Meyers <br /> SU-88-14 <br /> January 12, 1989 <br /> Page 2 <br /> in a new mining area will be exempt from the noise level standard <br /> (but not any federal, state or local standard which would otherwise <br /> be applicable) , subject to the condition that the applicants conduct <br /> the operations as efficiently as possible to minimize the lengths of <br /> time that these operations are being conducted. <br /> 3) Staff will coordinate with the applicant on the design and placement <br /> of the processing plant and stockpiles in order to assure that noise <br /> impacts are minimized. <br /> 4) Initial mining of any stage should be done during the winter months <br /> when windows are usually closed and residential outdoor activity is <br /> minimal so as to reduce the noise impacts of initial mining when <br /> working levels are at the surface and overburden stockpiles are not <br /> in place. <br /> 5) The use of haul trucks in the actual mine pit areas is subject to <br /> additional formal review if noise levels prove to be excessive. <br /> Review would be for consideration of quieter methods of <br /> transporting pit run to the processing area, . including the possible <br /> use of conveyor belts. <br /> 6) The south haul road shall be eliminated due to excessively adverse <br /> impacts on the mobile home park. More acceptable alternate south <br /> haul routes or mitigation measures proposals from the applicant may <br /> be considered through additional formal review as an amendment to <br /> the Special Use. <br /> 7) Maximum vehicle speeds on site shall be limited to twenty (20) miles <br /> per hour. <br /> 8) Dynamic engine braking devices shall not be used on the site <br /> except in emergencies. This applies especially to the stop sign at <br /> the intersection with Table Mesa Drive. <br /> 9) Only the applicant's (Flatiron) trucks will be allowed in the open <br /> mine pit areas, with all other trucks restricted to the main haul <br /> road and the operation area. In order to haul from the site, all <br /> trucks must comply with CRS 1973, 24-12-106 regarding maximum <br /> allowable noise levels. The applicant will be held responsible for <br /> the actions of all drivers and speed limits, truck maintenance <br /> standards and the prohibition of the use of dynamic engineer <br /> braking devices shall be posted on the site. <br /> 10) An acceptable alternative to back-up horns must be implemented on <br /> the site. The strobe light warning system currently used or an <br /> ultra-sonic or microwave sensing unit now sanctioned by the Federal <br /> Mine Safety and Health Administration are acceptable alternatives. <br /> 11 ) The maximum standard for dust levels at residential property lines <br /> shall be 10% opacity for no more than 30 seconds. Exceeding this <br /> standard shall constitute a violation of the Special Use approval. <br />
