III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made <br />during the inspection. Comments also describe any enforcement actions taken during the inspection <br />and the facts or evidence supporting the enforcement action. <br />A~ilability of Records <br />All records were reviewed and found in compliance. <br />signs & markers <br />The sign at entrance is complete and has been updated according to <br />Rule 4.30.2 (3) Signs are in place on topsoil windrows at North <br />and South collection ditches; permit boundary signs are in place. <br />Roads <br />All roads are generally well maintained, dry, with drainage <br />ditches in good repair (with exceptions noted below.) <br />Drainage problems exist at "Supercurve" area (see enforcement <br />actions - NOV C-97-007). <br />Culverts SK-5 and SK-1 require maintenance. The operator is aware <br />of this and has these culverts on his maintenance list. <br />West Ridge road is in good condition; drainage ditches are stable <br />and not down-cutting; <br />Goat Trail is in need of the following seasonal maintenance: need <br />to restore defined ditch along inside of road between 1st and 2nd <br />switchbacks; rockfall along the road needs maintained between 1st <br />and 3rd switchbacks; the downdrain on the outside of 2nd switchback <br />is stable and holding up well; sediment has been deposited in the <br />flat stretch behind the checkdams and should be removed. <br />Operator has proposed moving sediment from Tipple Pond #1 to fill in <br />low spot on the reclaimed portion of the access road above Moffat <br />Area to improve the drainage. DMG concurs only if the sediment <br />doesn't contain coal fines. If it contains coal fines,. operator <br />should handle the material according to the permit document. <br />Hydrologic Balance <br />East aide of haul road at West Ridge: check dams 1 & 2 are stable, <br />not downcutting - in places water is going around rock apron; check <br />dams 18, 19, 20 outlets have been eroded and flow has eroded beneath <br />the fabric liner; channel between check dam #21 and Center Ridge <br />Pond is stable; many of the check dams upstream of 18 are in need <br />of maintenance as portions of the rip rap cover have been washed out <br />of the middle of the channel. <br />
