coarse rip rap was transported down the channel and deposited at the
low-gradient area where the channel empties into the pond.
3. The third issue is cumulative, involving five separate
locations where erosion problems were identified in the Moffat Area
reclamation.
a. At the north end of the Moffat Area, on the west-facing
slope between the reclaimed lower haul road and the Moffat Pond
several large gullies have formed draining from the reclaimed area
down into the undisturbed area downslope. The gullied area is
approximately 200 feet long, with gullies up to 3 feet deep.
Sediment was transported into the undisturbed area and deposited as
an alluvial fan in the brush.
b. Gullies have formed in the Moffat reclamation uphill from the
East Ridge spoil pile south of spoils springs 16/17. These gullies
are up to 24" deep. Sediment in this gully system does not leave
the disturbed area.
c. A gully system is developing on the west-facing slope of the
Moffat reclaimed area between reclaimed stretches of the middle and
lower haul roads.
d. A cluster of gullies occurs on the west-facing slope of the
Moffat reclaimed area approximately 50 feet south of Moffat down
drain #4.
e. On the slope above spoils springs 16/17 in the Moffat Area a
large gully, up to 40" deep, has formed, first by following a
contour furrow, enlarging along its length, until it cuts downhill
across the furrows.
4. Tipple Ponds 1 and 2 are experiencing problems related to
buildup of sediment within the ponds. Pond 1 is completely full of
sediment up to the spillway.
Pond 2 is cloudy and, consequently it is impossible to judge the
level of sediment in the pond. Water is overflowing, however, out
of the pond and is flowing along a course west of the ponds,
between the ponds and the railroad tracks, bypassing Pond 3.
