Schreiner <br />April 29, 2007 <br />Page 4 <br />Response <br />Re-construction of MW-1 and construction of MW-5 will be completed within 120 <br />days of the submission of these responses, that is by July 27, 2007. <br />BASELINE MONITORING <br />Comment <br />4. In response to Rule 3.1.7(7)(b)(viii), please clarify how and when five (5) <br />quarters of baseline water monitoring data will be collected and submitted. As a <br />component of this Comprehensive Water Monitoring Plan, the operator must <br />provide a commitment and determination of the "baseline" surface and <br />groundwater monitoring data to be established for the Cash Mine and then <br />summarize the results such that any future or on-going water monitoring data <br />maybe compared to the "baseline" water data for a determination of whether an <br />adverse impact to surface and/or groundwater has occurred. Thus far, the water <br />monitoring data provided includes results from a water sample of the <br />underground workings mine pool collected on January 31, 2006 (comment #8 <br />Cash Mine; Amendment No. 2, response to 2"d adequacy review comments, <br />February 21, 2006), and water sample results reported in Table 1 (Cash Mine - <br />Comprehensive Water Monitoring Plan, November 2, 2006). At this point, it is <br />unclear to the Division as to how many quarters of baseline data has been <br />submitted, what is to be considered baseline data, and how the baseline data will <br />be distinguished from on-going monitoring data. Please respond. <br />Response <br />The five quarters of baseline water quality monitoring data will be collected as <br />follows: <br />MW-1. The five quarterly baseline samples will be the first five quarterly <br />samples collected following completion of the re-construction of the well. <br />Pending the re-completion, the five quarterly baseline samples will be the <br />samples taken from the well in December 2005 through December 2006. <br />These results, and the provisional baseline developed from them, are <br />presented in Table 2. The baseline developed from the quarterly samples <br />will be distinguished from operationally impacted water quality by <br />comparison of the quality of water in Table 2 with the data collected in the <br />first five quarterly samples following re-completion, looking in particular for <br />mining-related changes. In the event that there is evidence of impacts, <br />MRV will propose the adoption of the baseline presented in Table 2. <br />
