DIVISION OF MINERALS & GEOLOGY BOARD PERMIT AMENDMENT APPLICATION <br />REGULAR OPERATION (112) <br />PERMIT # M-1992-066 <br />HOGUE RIVER PIT <br />EXHIBIT E Reclamation Plan <br />A. In the original reclamation plan, the gravel mining operation was to be divided into four <br />phases. This amendment application is for the purpose of adding a fifth Phase. Phase V <br />is the portion of land, approximately 13 acres, included in the northwest corner of the 51 <br />acres permitted. <br />B. At the completion of the mining operations, the mined area will result in the creation of <br />one pond. Of the 51 acre area to be mined, it is estimated that the size of the pond will be <br />approximately 36 surface acres. The area to be reclaimed as shorelines will be <br />approximately 15 acres. The final size of the pond will be dependent upon the amount of <br />overburden encountered during the final phases of the mining operation. This material <br />will be used as backfill and shaping of the shorelines. <br />C. Post mining use of the land is dictated by the high water table. Consultation with the <br />landowner, Colorado Division of Wildlife, U.S. Army Corp of Engineers and other <br />involved parties has led to the development of a reclamation plan that appears to best <br />compliment the conditions of this site and surrounding areas. <br />D. The U.S. Army Corp of Engineers has indicated that a 404 permit will not be required for <br />mining operations. Based upon suggestions by the Corp, shorelines of the pond will be <br />shaped irregularly and may be flattened to create wetland areas. <br />E. Reclamation operations are being done concurrent with mining operations where site <br />conditions permit. Special emphasis was also given to phasing so that reclamation <br />operations could be coordinated with the mining operations. The close proximity of <br />mining operations to areas that are subject to be reclaimed will expedite the reclamation <br />procedures in mined out areas. Overburden and topsoil generated from the mining <br />expansion will be hauled directly to reclamation areas for placement, shaping and <br />seeding. By following these procedures, we anticipate the project site reclamation to be <br />90 to 95 percent complete at the termination of the mining operation. <br />F. The pond shorelines will be the major areas to be reclaimed. The slopes and shorelines <br />will be shaped and topsoiled once mining operations are completed in an azea. The <br />reclaimed areas will be seeded according to the Soil Conservation Services <br />recommendations. It is estimated that the pond shoreline will be reclaimed to within <br />100 feet of mining operations. <br />
