Topsoil <br />Topsoil performance standards are found in Section 4.06 of the permit <br />application. The average thickness of each soil tripe to be removed (which <br />varies widely) can be found in the legend of Map 6 of the permit application. <br />Eighteen inches of topsoil will be replaced on all graded sites with the <br />excs~ption of sites associated with the Section 11 I~it; upon which 12 inches of <br />topsoil will be placed. <br />BacF:filling and Grading <br />All highwalls will be eliminated. Regraded spoil will be graded to slopes no <br />steeper than three horizontal to one vertical. Reconstructed stream gradients <br />wi1'I approximate those of the pre-mining streams, and stream channels will be <br />restructured to compliment regional stream patterns. Contour furrows will be <br />constructed to reduce erosion. <br />Backfilling and grading will not proceed within 180 days of disturbance on <br />multi-coal seam sites, and three valley fills will be constructed to account <br />for excess spoil fills. Overall, however, Colowyo's reclamation plan will <br />serve to achieve contemporaneous reclamation and approximate original contour. <br />Revegetation <br />Native and introduced fortis and grasses will be drill seeded or broadcast <br />seeded (on steep slopes). Shrubs and tree species will be seeded, planted <br />with bare root or containerized stock, or live planted. Revegetation efforts <br />will be monitored to determine vegetative success as described in Section 4.15 <br />of the permit application. <br />-10- <br />
