1) All water available from the pump at the "Point of Diversion" in the South Platte River as shown <br />on Map C-2. This right is owned by the Trust and allows water extraction up to 5.0 cfs. The gold op- <br />eration has used this source in the past mining and processing activities. <br />2) The Trust also can use the Columbia Ditch located immediately east of the permit azea. Two exist- <br />ing takeoff ditches bring water to the permit area. This ditch can also be used to supply the site only <br />to the point that the combined flow from both sources does not exceed 60.0 cfs. <br />The water rights for this property aze more than sufficient for any possible use. The documents aze <br />included in Appendix A -Right of Entry. <br />4. Park County Impacts and Environmental Impacts <br />The Alma Placer operation dates back to 1868 and has been worked intermittently since that time. <br />During initial permitting in 1979 with Timberline Resources and Reclamation Resources in 1985, <br />the town of Alma and Pazk County have been actively involved with the permitting of the site. Input <br />into the operation plan, hours of operation, dust control, etc. have been discussed. The following <br />measures aze to be employed for the 2003 amendment that should make continued operation of the <br />site better than any previous operation: <br />1) Through the use of visual berms of 6-8' height along Highway 9 south of the town of Alma, the <br />mining and processing activities should be for the most part invisible. <br />2) Any time that a concrete plant or asphalt plant is temporazily used on site, it will be placed neaz <br />the eastern edge of the operation, away from the town and it also will be located at a lower elevation <br />than the higher points of the site to keep it as invisible as possible. <br />3) The gold operation will primarily be digging material that is below the water table which will <br />keep dust down simply by the wet nature of the material. All gravel operations will either be process- <br />ing wet material from the gold plant or waste gravel from past operations. All crushers will be con- <br />tained and will have water sprays and screen plants will also contain water sprays to keep dust down. <br />Alma Placer 7/03 34 <br />
