Roads will either be sprayed with magnesium chloride or will be watered on an as needed basis. The <br />Trust will provide the town with a phone number to call if for any reason dust levels aze high and <br />correction is needed. The site will have a fugitive dust permit from the Air Quality Control Division <br />of the CDPHE and all individual portable plants such as the processing plant, asphalt plant and con- <br />crete plant, will have their own individual permits for dust control with the CDPHE. <br />4) By extending gravel processing over the old gold tailings areas, this will remove theses unsightly <br />piles and both the gold and gravel operators will be required to conduct strict topsoil and fines sal- <br />vage operations to provide a growth medium for reclamation. Without these activities and strict soil <br />salvage stipulations, there would never be enough money to reclaim the site and make it look better <br />for everyone. <br />5) Hours of operation will be limited to 12 hours per day for 6 days per week. By necessity, the oper- <br />ation will be very limited during the winter months <br />6) Currently the operation has two main accesses, one north of the town of Alma (Access #6) and <br />one immediately south of the town (Access #1), as shown on Map C-2. Traffic for the future opera- <br />tion is not expected to increase significantly from that experienced in the yeaz 2000. In 2003, traffic <br />is expected to be less due to the poor economy and increased competition. In 2003, gold mining will <br />force Access #1 to be disrupted. The traffic for this access will be moved to Access #4, slightly south <br />of Access # 1. Most of the traffic of concern is gravel haul trucks, of which there will be two types, <br />semi-end dumps of 24 tons capacity and tandem trucks of 15 tons capacity. It is expected that 60% of <br />the tonnage will be hauled by the 15 ton tandems and 40% by the semi end dumps. It is also expected <br />that 50% of the traffic will move south of Alma and 50% will move north of Alma. For all trucks <br />moving south, the south entrance will be used and the town will be avoided. For north traffic, all at- <br />tempts will be made to use the north access, but grade considerations at this entrance will force some <br />trucks to use the south entrance. <br />Using an average of 130,000 tons per yeaz of total aggregate/asphalt or concrete hauled from the site <br />in a yeaz, the following traffic calculations are given: <br />Alma Placer 7/03 35 <br />
