Comments also describe any
enforcement actions taken during the inspection and the facts or evidence
supporting the enforcement action.
General P1ine Compliance
Colowyo is acting within their current mine plan but will submit a
revision to the Division on changes expected as a result the new dragline
coming on line.
Wildlife
Deer and elk sighted; primarily in undisturbed mountain shrub habitat.
Golden eagles, red-tailed hawks and rabbits also observed by inspectors.
Operatcr reports seeing up to seven golden eagles feeding together.
Contrciled hunting is allowed on portions of Colowyo property.
Rev'e4etation
The operator was seeding portion of Section 11 reclamation during our
inspection. Revegetation appears to be going well with the exception of
meeting curc•ent woody plant stem density' standards. Jim tiiger reports
that the mine is experimenting with several small projects„to increase
wood;r stem density, including the use of shrub-forb strip plantings and
the the fencing of transplanted mature shrub clumps.
Excess Spoil Fills
The loner portion of Streeter Fill was walked. The rest of Streeter Fill
was visually inspected from above. Vo problems were noted.
Ed Moyer of Colowyo gave the inspectors a thorough briefing and fiele
tour of current construction of the Section 16 Fill. Excavation of the
till was nearing completion during our visit. all clay material is being
removed from the toe of the fill, which is being excavated down to
bedrock according to the Operator*. ~o significant groundwater has been
er.counteced at the Y'i11 site; only a single small wet spot having been
encountered to date. ~o seepage has occurred according to operator and
none was observed by the inspectors.
Material for the drain will be gra.ity sorted from a sandstone lens to
the east and then selectively placed by the operator for its entire
length.
a change has tziken place in the :iii uesign during ita constr~.ictiun. the
primary change is that the location cf the drain has been movee to the
southwest from its original placement due to changes in subsurface
geology and sediment depths Ivis a .is those predicted during planning)
encountered daring construction.
