III. Comments - Compliance Below are comments on the inspection. The comments include discussion of observations made during the inspection. Comments also describe any enforcement actions taken during the inspection and the facts or evidence supporting the enforcement action. All wells seemed to be performing as designed. All road culverts were inspected and fo[tnd to be in compliance (sea maintenance list). All c[tivets and ditches leading to a designed structure must be placed on a map. :111 such culverts and ditches within the Shop and Gossard Loadout areas should be on Map 1'LA and their required dimensions given in the permit. More specifics will be given in a followup letter to the operator. Backfillin~ & Grading Mining of Section 11 area to be completed in November. All areas regraded as permitted. Explosives Explosives storage areas inspected and found to be in compliance. Explosives storage containec•s should be locked. Facilities Grounds of warehouse area inspected and found to be in compliance. Nei. oil drum storage but under construction near Dozer and Buc)cet Repair Shop. Loadouts, coal storage and coal crushin;~ facilities inspected and found to be in compliance. All underground tanks have been removed; one new above grcund tank has been added to shop area. These changes made on the ground should be presented to the Division as a minor revision and changes made to the appropriate pages and maps. Topsoil Colowyo is in the process of stripping topsoil from the area of the Section 16 F'ili, as well as, ettensions of the East Pit and dragline travel paths. all areas disturbed are protected by sediment control str[tctctres. Topsoil depths taken appear to be in compliance with the regulations. Two new topsoil stockpiles have been completed (16-C, 16-B) and are properly signed and broadcast seeded. Topsoil Stockpile 16-.~ and Section 16 Edge Topsoil Stockpile are ~.tnder construction. .all topsoil stockpiles need to be clearly signed (with :is many signs as necessary), seeded and a ditch or sumps dug down5lope in order to protect the resource. Colowyo i.s contracting out most of the topsoil removal. The operator estimates that the~~ will disturb Sci acres this year.
