REVISED EXHIBIT L <br />Reclamation Cost Estimate <br />In order to calculate maximum potential reclamation liability to the State, we have selected a point in time <br />where the mining disturbance could be at its maximum. This point occurs neaz the end of the mining <br />operation. The maximum mining disturbance illustrated in the table occurs during the mining of Cell 4, <br />prior to mining in Cell 5. Overburden has been stripped in anticipation of future mining and areas <br />requiring backfilling, grading, and seeding aze present. The mining disturbance will be at its greatest <br />when the southern portion of Ce114 has been mined out and the mining face is nearing the northern <br />portion of the cell. The exterior cell walls along the most southern portion of Ce114 will be backfilled and <br />graded for creation of the groundwater lake. Backfilling will have begun in portions of the cell fiuther <br />north. At this time, Cell 1 and Cell 3 will be backfilled with process fines and excess overburden <br />material, and topsoil grading and seeding will be complete. Partial backfilling of Cell 2 will have <br />occurred adjacent to the South Platte River. The backfilled azea will be graded and seeded, but additional <br />backfilling will still need to be done in anticipation of creating the final groundwater lake. Portions of <br />Cells 2 and 4 may also be in use as sedimentation basins. Please refer to the revised Exhibit D, Mining <br />Plan, for a listing of disturbed areas that total 84 acres.
