And there were a couple of <br />3 what I thought were serious unforeseen circumstances <br />4 that did come up and were discussed by the Board at <br />5 the last meeting. <br />6 The principal one was the fact that, <br />7 you know, the most basic and fundamental requirement <br />8 of due process is that people have the right to know <br />9 what information the decision is going to be based on <br />SO in time to meet it, and the staff had testified at <br />11 the last meeting that this study which would -- had <br />12 only recently been submitted, was indeed essential to <br />13 the permit issuance and wasn't a side issue, was, in <br />14 fact, something that was crucial to the process. <br />15 The objectors had not had a copy of <br />16 that i^ time to even read it prio r to the hearing. <br />1T It was an extensive and complicat ed document and I <br />18 feel frankly that the, yon know, the most basic kind <br />19 of due process concerns -- and I agree this is a <br />20 society of laws, or should be -- created that one <br />21 sericus unforeseen circuastance.
