The reason why <br />this staff member wants to see this operation be permitted was to <br />resolve the problem with the lease and the problem with the overall <br />flood hazard to the area, created by the narrow <br />of <br />the existing berms or placing of the berms between the existing excavation <br />and the St. Vrain River. <br />Why don't you go ahead and finish reading those things so it gets on the <br />record, <br />The applicant needs to provide a final contour map of the permit area. <br />We are concerned that the contours are essentially parallel to that of the <br />river so that they do not create a situation which would obstruct flow <br />during high water. That the applicant provide an on-site description <br />of the existing cover of vegetation. This would be provided with their <br />work with the SCS. That the applicant provide pond dividers in such <br />a manner which would provide for the salvage and protection of mature <br />cottonwood trees, since their operation is for creation of wildlife <br />habitat, obviously the salvage of the cottonwood trees would be an asset <br />to the overall operation. This is the advantage of planning ahead and <br />excavation and creating buffers in advance during excavation in that you <br />can salvage mature vegetation (inaudible) and in that way excellerate <br />reclamation to the area. 11) That the applicant acknowledge that the <br />expiration of the mining lease on June 30, 1981, does not necessarily release <br />Weld County responsiblity to reclaim affected land. 12) That the most <br />suitable and durable rip-rap available be provided on the reconstructed buffer <br />along the St. Vrain. That the applicant obtain a well permit from the <br />Division of Water Resources prior to any excavation. I don't know what the <br />thoughts are of the current Board on that particular situation. That the <br />applicant provide a letter indicating any stipulation regarding the County <br />Zoning approval of October 22, 1980, we haven't seen the stipulation <br />that were mentioned. We do have good assurance though that iC was primarily <br />related to access of the utilization of county roads (inaudible) <br />We have an objection letter to the operation filed by Don Corsen, Air. John <br />Slovac's attorney, a hydrology report that was conducted by the adjacent <br />landowner, and Randy Seaholm is also here to explain questions regarding <br />creation of those two buffers that were mentioned, 50 foot wide buffers <br />following the contour on [he East between the two properties and the 100 <br />foot wide buffer between the excavation and the St. Vrain River along that <br />portion of the area that was previously disturbed. <br />
