Oil (2 drums) <br />• antifreeze (1 drum) <br />Bullet holes observed in two of containers. <br />8LM samples <br />• May 23, 1996 <br />The stains identified and sampled by BLM include a red stain, a yellow stain, and <br />several dark colored stains. Sample depth was generally about 1"-2". No effort was <br />made to determine dimensions or depth of the stains. Attached ane photographs <br />and a site sketch which I prepared while observing the sampling. <br />Samples: <br />A Yellow stain 1-A <br />2-A <br />B Red stain 1-B <br />2-B <br />C Dark stains 1-C <br />composite of 3 2-C <br />areas <br />Split samples <br />I requested and received split samples, which were placed under refrigeration. <br />However, because BLM had told Mid-Continent and Dr. Harlan that the results of the <br />tests they were having done would be made available to us, we did not have our split <br />samples tested. In addition, we had expected that Dr. Harlan would visit the site and <br />determine whether additional testing would be necessary. By the time BLM informed <br />him they would not make the test results available, holding times had been <br />exceeded. <br />We had discussed yesterday whether Mid-Continent should go ahead and test the <br />BLM samples. We do not wish to do so because, given that the holding times have <br />been exceeded, the results would be inadmissible in legal proceedings, could not be <br />used to profile waste for disposal, and so would have very limited value for the <br />expenditure. <br />3 <br />
