<br />the Colorado State Health Department. The permit expires on <br />01/31/97. <br />The monitoring of discharges was being done according to the <br />approved permit. There is a history of water discharges <br />exceeding the TSS limits of the permit. This inspection found <br />that in January 1993 the TSS and total iron at discharge point <br />002 exceeded the limits of the permit. The records review <br />also found that the limits for oil and grease was exceeded <br />during sampling in December 1992 and January 1993. <br />WATER MONITORING: The 1992 annual water monitoring report is <br />not required to be submitted prior to the end of March 1993 <br />and was not completed for review during this inspection. The <br />1992 water monitoring records were not available at the mine <br />for inspection when requested but were made available the <br />following morning. The records had been sent to a contractor <br />who was preparing the annual report. <br />The surface and ground water monitoring being done at the mine <br />appeared tc be in compliance with the approved monitoring <br />plan. No unusual fiuctuatioi~s in water quality or quantity <br />were observed. <br />AIR QUALITY MONITORING: Two air emissions permits have been <br />issued at the Golden Eagle Mine. Permit 84LA300 (1) issued <br />01/15/87 covers the Bradford Rotary Coal Breaker. Permit <br />84LA300 (2) issued 01/15/87 covers the extracting, conveying, <br />stockpiling and transporting of raw coal. <br />SPCC PLAN: The spill prevention control and countermeasures <br />plan reviewed initially was not certified. The current plar. <br />was being updated and a certified copy was provided before the <br />end of the inspection. <br />POND INSPECTIONS: Quarterly inspections <br />ponds was completed on 01/29/93. Pord 5 <br />because of a leak in the embankment. The <br />the pond was out of service. There were <br />with the other 3 ponds inspected. <br />CERTIFICATIONS: <br />of 4 of the mine <br />is not being used <br />inspection indicated <br />no problems noted <br />Impoundments--Colorado regulations do not require <br />annual certifications of impoundments. However, there <br />was not an as-built certification for sedimentation <br />pond 002, the intake pond beside the river, sediment <br />6 <br />
