workings. Bulkhead design and construction details will be addressed
through a Technical Revision to this Permit. In general, R is anticpated
that bulkhead construction considerations will incorporate the following:
Mount Rovale Adit Bulkheads: The Mount Royale No. 1 Adit (based on
conditions observed during the 2004 exploration program) has not been
noted to generate sign cant water as attributed to fracture system flow.
When present, the minor inflow has exhibited good water quality, and the
volume has been sufficiently bw such that it is capable of being managed
interior to the adR. However, since the Mount Royale No. 1 will intercept
the Cash Mine workings at the 3id level and the Cash Mine has been
known to produce water to approximately the 1~` level, Mount Royale
Ventures LLC anticipates a potential requirement for placement of a post-
mining bulkhead system inside the mine. The most likely location would
be proximal to the Cash Mine workings (i.e., the portal side of the
intersection of the Mount Royale No. 1 Adit and the 3id level workings).
Accordingly, underground trackage will be left in place to facilitate
movement of construction materials into this area. Ident~cation of the
speck bulkhead location and its engineering design will be addressed at
a later date (pre-closure, via a Technical Revision to the permit) when
there is sufficient knowledge of ground conditions to support an adequate
design. However, provision has been made for the cost of the bulkhead
and supporting engineering design within the reclamation cost estimate.
The estimated cost is based on similar installations in other mines. Once
the bulkhead is completed, underground trackage will be pulled and
salvaged.
The effectiveness of the bulkhead will be monitored for a period of one or
more years to determine if a secondary bulkhead is warranted. If so,
consideration will be given to construction of a secondary bulkhead
(between the previously constructed bulkhead and the portal) at a
location 'l00- to 200-feet in from the portal to contain the seasonal
groundwater inflows. A design and construction cost provision has also
been made for this secondary bulkhead in the recamation cost estimate.
The need for post-closure bulkheading at the (potential) Mount Royale
No. 2 Adit wilt also be determined following compiefion of the adif and
observation of long-term conditions during mining. If apost-closure
bulkhead is determined necessary, the bulkhead will be addressed
through a Technical Revision to the permit. Design of the bulkhead would
likely be generally consistent with that described above, subject to
variations introduced by geologic or other influencing conditions.
Since development of the Mount Royale No. 2 Adt remains uncertain at
this time, no cost provision has been made for the No. 2 Adit bulkheading
activities. It has been assumed that this will be addressed in a future
Technical Revision and bond re-calculation. More general portal area
reclamation activties are, however, incuded in the reclamation plan's
scope and cost estimate for the Mount Royale No. 2 Adit area.
Exhlblt D -Reclamation Plan r,
