used to determine the extent of the mining operations. This is also relevant for determining if the
Substitute Water Supply Plan for the existing mine site is adequate for the proposed 112 permit
azea.
3. In general operations not related to mining are not included in the permit boundary and are rarely
included in the affected lands boundary. The application states that there aze several other
commercial operations that are ongoing within the proposed mine boundary. The Applicant may
wish to adjust the proposed mine boundaries to exclude those commercial operations from the
affected lands or from the permit boundary; otherwise the Division will need a more detailed
assessment of what these operations are, where they will occur, and how they will be kept sepazate
from the mining operation.
6.4.5 EXHIBIT E -Reclamation Plan
1. Please provide a description of the type(s) of reclamation the Applicant proposes to achieve in
the affected land, and the amount of acreage accorded to each. For example the reclamation
plan indicates that the post-mining land use of the proposed mine site is industrial; however
this probably does not include the River channels and associated floodplain. Please be
specific about the post-mining land use of the various azeas within the permit, and what types
of appropriate reclamation would occur in each azea.
2. Please provide information about revegetation on any areas that are within the affected
boundaries, but are not intended for industrial uses (if any). The revegetation plan shall
contain a list of the preferred species of grass and other plants, the method and rates of seeding
and planting. This should also include provisions for saving and utilizing topsoil.
3. The schedule provided for reclamation implementation does not appear to meet the
requirements of Rule 6.4.5(2)(e). Please provide a plan or schedule indicating how and when
reclamation will be implemented, including:
a. An estimate of the periods of time that will be required for the various stages or
phases of reclamation.
b. A description of the size and location of each area to be reclaimed during each phase.
c. An outline of the sequence in which each stage or phase of reclamation will be carried
out.
This information can be provided in conjunction with the information required under item
seven in the mining plan section.
4. Will any grading be required as part of the reclamation plan? If so provide a general
discussion the grading activities undertaken to create the final post-mining land use.
6.4.6 EXHBIT F -Reclamation Plan Mao
1. There does not appear to have been a reclamation map included with the application as required by
Rule 6.4.6 and Rule 6.2.1(2). Please develop and provide a reclamation map that complies with
the referenced rules. Due to the complex hydrologic nature of the site, special attention should be
paid to issues related to any changes to the floodplain, wetlands, and/or the River channel. The
map should include at a minimum the following items:
a. The expected post-mining physical appearance of the affected land, correlated to the
proposed mining and reclamation timetables.
b. The map must show proposed topography of the area with contour lines of sufficient detail
to portray the direction and rate of slope of all reclaimed lands; and
