6.4.3 EXHIBIT C -Pre-Minine and Minine Plan Maas) of Affected Land <br />The map as provided does not meet the requirements of Rule 6.4.3 or Rule 6.2.1(2). The Division requests <br />that the Applicant resubmit new map(s) that comply with the requirements of the two above listed Rules. <br />For convenience a copy of the Division Rules covering extraction of constmction material is attached to <br />this review. In general two groups of issues need to be addressed. 1. The map is incomplete and does not <br />have many of the features required under the rules. 2. The features listed on the map, such as the location <br />of the South Platte do not appear to be accurate. Below is a list of some of the more significant issues. <br />1. Please include in the map the boundaries of the 110 permit in relation to the boundaries of the <br />proposed 112-permit area. <br />2. Per section 6.4.3(g) show the owner's name, type of structures, and location of all significant, <br />valuable, and permanent man-made structures contained on the azea of affected land and within <br />two hundred (200) feet of the affected land. This should include but may not be limited to: <br />a. Roads <br />b. Power lines or other utilities <br />c. Buildings <br />d. Any manmade water structures such as wells or ditches <br />3. Please include all the adjoining surface owners of record. <br />4. Please provide the existing topography of the proposed mine area with contour lines of sufficient <br />detail to portray the direction and rate of slope of the affected land. <br />5. Please show the locations of the South Platte River, the aerial extent of the channel, and the <br />location of the 100 year floodplain. This is needed to help in establishing the limits of where <br />mining could occur, and to help in determining potential hydrologic impacts. <br />6. Per Rule 6.4.3(d) please show the total area to be involved in the operation, specifically the area to <br />be mined and the area of other affected lands. The current map does not establish those areas that <br />will be mined or affected by such actions as roads, topsoil piles, stockpiles, processing facilities, or <br />other facilities. Please see the definition for "affected land" in Rule 1.1(3). <br />7. The map does not show a buffer area between the River and the mining operations as described in <br />other sections of the application. Please indicate the location and extent of the buffer area. See <br />additional comments about mining in relation to the River in the Water Exhibit. <br />6.4.4 EXHIBIT D -Minine Plan <br />1. Per Rule 6.4.4(e) please provide the following information. <br />a. An estimate of the periods of time which will be required for the various stages or phases <br />of the operation; <br />b. A description of the size and location of each area to be worked during each phase; and <br />c. An outlining of the sequence in which each stage or phase of the operation will be carried <br />out. <br />If the mining will not proceed in some type of phased manner the financial warranty will be <br />calculated based on the maximum disturbance at the site. A thorough description of mine phasing <br />is needed to so that the Division can calculate an accurate bond. <br />2. Please provide an estimate of the current size of the pond, the maximum estimated size of the pond <br />during mining operations, and the final size of the pond at the end of mining.
