c. Portrayal of the proposed final land use for each portion of the affected lands. <br />6.4.7 EXHIBIT G -Water Information <br />Because of the close proximity to the South Platte River and the small elevation difference between the <br />River channel and the mine azea this site has a complex set of water resources issues. While some of <br />these issues could have been discussed in the mining or reclamation plans adequacy comments, they <br />are consolidated here. The Applicant may need to address some of these issues through changes and <br />additions in those two sections. Many of the water resource issues are intenelated and the Applicant is <br />encouraged to take an integrated approach to addressing them. The Applicant may also wish to seek <br />professional assistance in addressing these issues. For the most part these issues can be summarized <br />down to the following issue. <br />"Disturbances to the prevailing hydrologic balance of the affected land and of the surrounding azea <br />and to the quantity or quality of water in surface and groundwater systems both during and after the <br />mining operation and during reclamation shall be minimized" (Rule 3.1.6). The Applicant needs to <br />adequately describe the hydrologic situation of the site, what potential impacts to the prevailing <br />hydrology that could occur as a result of mining, and describe measures that will be taken to ensure <br />that the prevailing hydrologic balance of the area is not significantly impacted. In particular the <br />Applicant should focus on issues related to the protection of the South Platte River, its associated river <br />channel, and the 100 year floodplain. <br />1. Please provide a description of specific actions that the Applicant will take to minimize significant <br />impacts to the prevailing hydrology of the area. These could include such things and providing a <br />buffer between mining and River, not mining in the River channel, devising a system to safely <br />pass flood water through the mine operation, and reclaiming the mine azea to floodplain. Also <br />please provide the Division with any requirements other agencies such as the Army Corps of <br />Engineers or the Office of the State Engineer as calling for. <br />2. What is the expected flood frequency of the proposed mine operation. The Applicant has <br />extensive knowledge of the area; it would be useful to know the approximate magnitude and <br />frequency of River waters flows through the proposed mine area. <br />3. Will the mine operations reduce the size of the floodplain? Based on the inspection the site, it <br />appears that some of the reclaimed areas aze 4-5 feet higher then current mining operations. Will <br />future mine azeas be backfilled higher then their pre-mining elevation? If so, what aze the <br />proposed areas, and elevations? If the floodplain size is expected to be reduced the Applicant <br />should contact the County and the Army Corps of Engineers about obtaining approval to fill in the <br />floodplain. <br />4. The west end of the property appears to have several acres of wetlands. The wetlands may have <br />been created as a result of dredge mining. The Applicant may need to get a wetland assessment <br />for the site to determine where the wetlands are, and to determine if the wetlands are jurisdictional <br />or non jurisdictional. Jurisdictional wetlands require a permit from the Army Corps of Engineers <br />in order to dredge or fill. It should also be noted that any dredging or filling activities in waters of <br />the U.S. will likely also require an Army Corps of Engineers permit. <br />5. Please provide a brief statement or plan showing how water from runoff from disturbed areas, <br />piled materials, and operating surfaces will be managed to protect against pollution of surface <br />water both during and after the operation. If this proposed site is required to obtain a stormwater <br />permit, please ensure that the 112c conversion application includes any structures for which <br />reclamation would be required. The Mining and Reclamation Plans and associated maps may <br />need to be modified for consistency between the Stormwater Management Plan and Reclamation <br />Perini[ Application (also see section 6.4.4 item 5). <br />
