• 5. Other than the power pole(s) mentioned in Item 3. above, located within the <br />permitted 0.12 acres for the ventilation hole, there will be three other poles placed <br />to install the power line to the ventilation hole site. The power line will cross an <br />area of Cotter Corporation's private land that has many Criss-crossing drill roads <br />that pre-date the Reclamation Act. These roads supply adequate access to install <br />the poles and string the power line wires, therefore, no additional acreage will be <br />disturbed during construction of the power line. The poles will be of a raptor-safe <br />design. <br />6. Explosives will be used to create the haulage ramp through the sandstone cliff <br />above the portal. These will not be stored on site, rather delivered on an as- <br />neededbasis during ramp construction. <br />Explosives needed for the underground mining will be transferred directly <br />underground whenever deliveries aze received. They will be stored at sites, yet to <br />be determined, in the underground workings, which might change with time as <br />mining progresses. All applicable regulations will be strictly adhered to. <br />7. Background radiation measurements were taken in a grid in the azea where the <br />waste rock dump will be located. Readings were taken at waist level and ground <br />level and aze in mR/hr and indicate a combined beta-gamma exposure rate. This <br />information will be kept on file by Cotter and will be available to DMG, if needed <br />• in the future. <br />It is not possible to describe measures that will ensure that radiation levels will <br />not exceed the background after reclamation is completed. It is possible to state <br />that the radiation level will be As Low As Reasonably Achievable (ALARA) <br />when reclamation is completed. It is also reasonable to expect that covering the <br />waste rock pile with the stockpiled soil and seeding it will result in land suitable <br />for the post-mining use of rangeland at radiation levels that aze compatible with <br />that use. <br />The rock unit that will be mined at SM-18 is the upper sandstone unit of the Salt <br />Wash member of the Morrison Formation. Therefore, the waste rock will have <br />the same characteristics as that at the Ike Mine in the Slick Rock District on the <br />SR-11 DOE Lease Block. Since it has been determined that the Ike Mine would <br />not be considered a Designated Mining Operation, it follows that the SM-18 <br />(Wright) Mine should not be considered a DMO either. <br />• <br />
