. 8. At the eastern portal, there is no access from the surface for equipment to place an <br />earthen backfill. Some waste rock will be gobbed from inside, beginning at the <br />portal for about 20 ft of length in the adit prior to construction of the bulkhead. A <br />narrow spot of the adit occurs at 20-25 ft in from the portal, which will be the <br />location of the bulkhead. <br />The narrow, logical spot for a bulkhead in the western adit is 16 ft in from the <br />portal. Earthen material backfill will be placed from the bulkhead to the surface. <br />The bulkheads will be constructed of timber and steel plate. Expanding <br />polyurethane foam will be used if an air tight seal is needed. <br />The vent hole will be plugged by a method that has been used successfully in <br />recent yeazs by Cotter Corporation on this and other Department of Energy Lease <br />Blocks. A short portion of the surface casing (if any is installed) will be removed. <br />Expanding polyurethane foam will be placed in the hole, about 15-20 feet deep, to <br />create a plug of at least 10 feet thick. Once it has hardened, the rest of the hole <br />will be backfilled with earthen material. This will be humped over the hole, with <br />boulders and large dead trees placed so that vehicles cannot drive over the hole. <br />10. The footprint of the waste dump will not exceed that which is shown on the <br />Exhibit C map, which is approximately 2 acres. As material is generated, the <br />dump will be built by ramping at approximately 10% grade in line with the haul <br />. road to a maximum height of about 20 feet. The remaining sides of the dump will <br />expand at the angle of repose. When mining is complete and reclamation occurs, <br />the dump will be recontoured to about 3:1 (h:v) and covered with the stockpiled <br />soil material. <br />11. Cotter Corporation has made no plans to incorporate fertilizer or mulch into the <br />reclamation plan for the waste rock dump area. Rather, the method used at this <br />and other DOE Lease blocks will be used here, on the private land. That is, cover <br />with soil, pock to enhance water retention, and seed liberally with seed from the <br />approved mixture. <br />• <br />
